The Bursar is a member of the Senior Management Team and thus part of a consultative process regarding whole school policy decisions, and is responsible for the conduct of the financial and operations management of the School. The following list is not exhaustive but indicates the main areas of responsibility.
- In consultation with the Headmaster and the Chairman of the Finance and General Purpose Committee (F&GPC), prepare detailed draft annual budgets and financial targets for submission to the Governors.
- Monitor the financial affairs of the School, submitting in-year budget revisions as may be necessary and preparing final annual accounts for submission to the Governors through the F&GPC. Within this, the Bursar is to review, evaluate and report on the effectiveness of internal financial processes and contribute to the School's Strategic and Management Plans.
- Ensure that the School follows best practice in all aspects of its administration with a view to achieving value for money and maximising non-fee income to the School
- Make routine submissions to the Governors, as directed or as seems appropriate, for the good governance and proper administration of the School. In all matters relating to finance, personnel and property management, such submissions will be made in the first instance to the F&GPC. For pay and conditions such submissions will be made to the Governors' Joint Pay and Conditions Committee, and for H&S to the Pastoral Committee.
- To manage, as required, major capital works ensuring they are delivered satisfactorily, on time and on budget.
- To make such appointments to the non-teaching staff as may be appropriate and in accordance with Employment Law. Any appointment that would increase the overall complement of School shall receive the prior clearance of the Governors, through the F&GPC. Additionally, the Bursar may, on behalf of the Governing Body, and in accordance with Employment Law, terminate the employment of any member of the non-teaching staff for gross misconduct or any other lawful reason.
- Act as a Director of Tonbridge Services Limited and the St. Augustine's Chapel Charity.
- Due to the nature of the appointment, more detailed Terms of Reference are neither practical nor desirable; however, the Bursar is at all times to conduct the business and other affairs of the School in accordance with current legislation, probity and restraint seeking guidance from the School's Auditors, the Headmaster or Governors where any doubt might exist.
- The Bursar shall have direct access, if necessary, to the Chairman of Governors, the Chairman of the F&GPC, the Chairman of the JPCC, the Chairman of the Pastoral Committee, and the Clerk to the Governors.
